Job Description
Background
ARTICLE 19 Eastern Africa is delivering a regional project to strengthen media freedom in Kenya, Uganda, Tanzania, and Rwanda. The consultancy will produce a regional training manual to build coordinated media advocacy and press freedom capacity.
Objectives
- Strengthen knowledge and advocacy skills on media freedom and freedom of expression
- Provide a shared regional understanding of press freedom challenges and opportunities
- Support gender-responsive and inclusive advocacy approaches
- Serve as a sustainable resource for Training of Trainers and coalition members
Scope of Work
Content development
- Media advocacy principles and strategies, including coalition and cross-border approaches
- Legal and policy frameworks (international, regional, and national)
- Press freedom risks and protection mechanisms, including digital and gendered risks
- Cross-cutting themes: inclusion, ethics, and accountability
Methodology and design
- Adult-learning and participatory methods
- Practical tools: case studies, exercises, checklists, templates, and reflection questions
- Accessible and adaptable for in-person and online delivery
Validation and dissemination
- Facilitate a validation process with regional stakeholders and ARTICLE 19 Eastern Africa
- Prepare print and digital-ready versions of the manual
Deliverables
- Inception report with approach, structure, and work plan
- Draft training manual for review
- Final training manual incorporating feedback
- Digital-ready manual (PDF and editable format)
- Short user guide or facilitation note for trainers
Timeline
- Completion within 20 working days after contract signing
- Expected start: February 2026
Qualifications
- Expertise in media freedom, freedom of expression, or human rights in Eastern Africa
- Strong knowledge of legal frameworks affecting media and journalism
- Experience developing training manuals or curricula for civil society or media actors
- Demonstrated understanding of gender and inclusion issues
- Strong analytical, writing, and facilitation skills
