Job Description
Duties and responsibilities
The position is embedded within the Ukrainian Red Cross Society and contracted by the Norwegian Red Cross. It will work closely with the URCS Nursing Standards Development initiative and the URCS Professional College to ensure strong alignment between newly developed nursing standards and the College's training and continuing professional development functions. The role will guide the development and implementation of an integrated roadmap and results framework that connects nursing standards with practical training delivery. This includes translating approved standards into structured curricula, competency based learning pathways, and operational guidance that can be consistently applied across relevant URCS health and care services. In addition, the position will support the development and strengthening of structured continuing professional development programs for nursing and allied health staff, ensuring that learning remains ongoing, practice oriented, and aligned with approved standards. The role will also support structured piloting of selected standards within URCS services, strengthen quality assurance and monitoring mechanisms, and promote evidence based decision making to ensure that standards are operational, measurable, and sustainably integrated into practice.
Key responsibilities
- Support URCS in the strategic development and implementation of a coherent nursing development agenda linking professional standards, education, and service delivery.
- Contribute to institutional strengthening of URCS nursing systems through quality assurance, evidence-based learning, and results based management.
- Strengthen coordination and technical dialogue between URCS, the Professional College, national authorities, and Red Cross Movement partners.
- Contribute to policy dialogue, professional networking, and knowledge exchange to reinforce URCS's role as a credible health and care actor.

Who you are
You are a person with in-depth understanding of relevant technical nursing practice and standards and have a high degree of competencies in strategic thinking.
We are looking for
Formal competency
- Recognized healthcare professional qualification in the medical or paramedical field, with a strong preference for nursing.
- Minimum of five years of relevant professional experience in nursing practice, nursing education, health workforce development, or related technical advisory roles within health, social care, or humanitarian contexts.
- Postgraduate training or formal certification in the management of health and social organizations, nursing education, or training systems development, including roles such as training center director, paramedical health executive trainer, or educational manager.
- Project management: Demonstrated proficiency in project cycle management, including project design, implementation, monitoring, evaluation, and reporting within complex institutional or humanitarian settings.
Experience
- Proven experience in coordinating, supporting, or supervising the implementation of health and care programs, with a focus on nursing services, education, or workforce development, including technical supervision and field level follow up.
- Strong understanding of nursing practice, primary health care, community-based health approaches, quality assurance, and service delivery standards in complex or humanitarian settings.
- Demonstrated experience in nursing education, training systems, competency based learning, or continuous professional development is an asset.
- Experience working with the Red Cross and Red Crescent Movement or similar humanitarian organizations is preferred.
- Familiarity with national health protocols, nursing regulations, clinical guidelines, and referral systems, particularly in crisis affected or resource constrained contexts.
- Ability to analyze program implementation, identify gaps in nursing practice or systems, and formulate practical, evidence-based recommendations to improve quality and consistency of care. Languages: Very good command of English, both spoken and written. Knowledge of Ukrainian is considered a strong asset.
Collaboration
- Works closely with the Norwegian Red Cross Country Office and Regional Office to ensure alignment with Norwegian Red Cross operational framework, priorities, and reporting requirements.
- Engages with URCS management, program units, and field structures to ensure nursing development initiatives are operationally relevant, well-coordinated, and embedded in service delivery.
- Works in close collaboration with the URCS Professional College to align nursing standards, education, training, and continuous professional development activities.
- Collaborates closely with the International Federation of Red Cross and Red Crescent Societies and the French Red Cross in their support to the URCS Professional College, ensuring coherence between college development, nursing standards, and URCS service delivery priorities.
- Coordinates with URCS enabling functions including finance, HR and administration, procurement and logistics, and MEAL and quality and compliance assurance to support realistic planning, budgeting, implementation, and reporting.
- Engages with other Red Cross and Red Crescent Movement partners to ensure technical coherence, complementarity, and effective coordination.
- Liaises with national authorities, including the Ministry of Health and relevant regulatory and professional bodies, to support alignment with national frameworks and policy dialogue.
- Coordinates with external technical stakeholders, educational institutions, and professional nursing associations to promote knowledge exchange, peer learning, and best practices.
